-create a new framework for risk assessment of student loan by layer of risks (education completion, placement, behavior) matching each layer of risks with a guarantee from each stakeholder, control negative externalities (moral hazard of schools or students and induced cost inflation)

-compute VAR simulation for each guarantee layer between first loss and second loss guarantees

-comprehensive benchmark of other student loan programs in India, China, Indonesia, Philippines
